HE was a doting uncle who shared an unbreakable bond with his nephews.

But in the last few days of fun-loving Mark Harrison?s life, his family were left in turmoil after he was not seen by doctors for more than 10 hours.

Mark, who had been diagnosed with an initially unknown cancer in June, had been receiving treatment on the palliative care unit at North Tyneside General before his death on October 12.

But his distraught mum Christine has told of her family?s hell having to witness Mark receive what she claimed was at times ?diabolical care?.

?On the Sunday before Mark died they stopped his fluids and that is when his nurse on the palliative care unit rang for a doctor to come over,? said 52-year-old Christine.

?She rang and rang and rang and she was asked eventually if she could wait over an hour. I had been told that day Mark was on the Liverpool Care Pathway, which is for patients in the final days and hours of their life.

?He was meant to see a doctor within an hour if he was on that,? said the grandmother-of-three.

But despite their nurse calling, Mark was left unseen by a doctor for more than 10 hours. He died just three days later.

?It was horrible watching him like that, I had to walk out of the room many times,? said Christine, of North Shields.

?We could tell he was in pain, he was writhing on the bed, all we wanted was for his pain relief to be increased to make him more comfortable,? she said.

Northumbria Healthcare NHS Foundation Trust said that Mark had access to pain relief during the time he was waiting for a doctor and was given appropriate medication by nurses.

When 29-year-old Mark died on October 12 last year Christine made a formal complaint regarding the care he received in the final days of his life.

Christine and her daughter Becky met with representatives from the Northumbria Healthcare NHS Trust to discuss what the family described as ?slip-ups? in Mark?s care.

?The staff on the palliative care unit were brilliant, it was just the fact the main hospital made him wait so long to address his pain relief increase,? said Christine.

A new Northwestern University study shows that the more you believe your partner is capable of change and perceive that he or she is trying to improve, the more secure and happy you will feel in your relationship. That is true even if you think your partner could still do more to be a better partner.

"Many of us tend to under appreciate our partner's efforts to improve the relationship, simply because we do not have enough faith in those attempts," said Chin Ming Hui, the lead author of the study and a fourth-year graduate student in the department of psychology at Northwestern University's Weinberg College of Arts and Sciences. "When we see those efforts in a positive light, we can enjoy our relationship much more."

In this study, romantic couples were separated and asked to rate how much their partner was trying to improve his or her relationship-oriented characteristics, such as patience, understanding and being a good listener.

Three months later, the same couples were asked to rate their partner's current standing on these relationship-oriented characteristics and their overall feelings about the relationship. The results of the study showed that the more you think your partner is incapable of changing, the more your partner's sincere efforts fail to improve the relationship.

"If you don't believe that your partner is capable of changing his or her fundamental characteristics, even when he or she is working hard to try to improve your relationship, you can actually end up discounting these efforts," said Daniel C. Molden, senior author of the study and an associate professor of psychology at Northwestern.

The good news for those who are skeptical of a partner's ability to change: with self-awareness and effort, you can convince yourself that your partner's effort does matter and that your relationship can improve.

"A secret to building a happy relationship is to embrace the idea that your partner can change, to give him or her credit for making these types of efforts and to resist blaming him or her for not trying hard enough all of the time," Molden said.

This study was published in the Personality and Social Psychology Bulletin, January 2012 and was also conducted by Michael Harris Bond, professor of psychology at Polytechnic University of Hong Kong.

DETROIT (AP) ? Seven members of a Midwest militia accused of plotting to overthrow the government are set to stand trial, where jurors will decide whether federal authorities prevented an attack by homegrown extremists or simply made too much of the boasts by weekend warriors who had pledged to "take our nation back."

Opening statements are set for Monday once a jury is seated in the trial of members of the Hutaree militia, who are charged with conspiring to commit sedition, or rebellion, as well as weapon crimes.

Following the March 2010 arrests in southern Michigan, Ohio and Indiana, U.S. Attorney Barbara McQuade said the time had come for authorities to "take them down." An undercover agent had recorded the group's leader, David Stone, saying the militia needed to "start huntin'" police soon.

But since their capture, only one of nine people charged has struck a plea deal, an unusually low number in a case with so many defendants. Their attorneys have maintained a consistent stance: The anti-government talk was simply colorful yet aimless bluster akin to frustrated pals drowning sorrows around a campfire.

"I'm going to fight it tooth and nail," David Stone's wife and co-defendant, Tina Mae Stone, said during a break in jury selection last week. "It was just a bunch of good ol' boys out to have fun. We did survival stuff. I did it mostly to spend time with my husband. People tell me, 'good luck.' I don't need luck. I've got God on my side."

The militia prepared for survival in case of domestic chaos or an attack on the United States, attorneys Todd Shanker and Richard Helfrick said in a court filing. They noted the group even had a website and promoted its weekend outings.

"Regardless of the charges in the indictment, there is no dispute that the aims of the Hutaree militia included the free exercise of their 1st and 2nd Amendment rights, including freedom of speech, association, assembly and the right to bear arms," said the lawyers, who represent David Stone Jr.

The indictment, however, describes a more sinister band. The government says the Hutaree, based in Michigan's Lenawee County, was an anti-government group committed to fighting authorities who belong to a so-called "New World Order." The defendants are accused of conspiring to someday ambush and kill a police officer, then attack the funeral procession with explosives and trigger a broader revolt against the U.S. government.

"The court will hear testimony and examine evidence concerning this particular group's hatred for, and desire to do physical harm to, law enforcement," Assistant U.S. Attorney Christopher Graveline said.

The government has more than 100 hours of audio and video, including the recording of David Stone, 47, apparently talking about police.

"I think we gotta just start huntin' 'em here pretty soon. ... They're easy to find, they're sittin' alongside the road and they got these red and blue lights on top of their car," he said.

A co-defendant, Michael Meeks of Manchester, Mich., replied: "It's like a Kmart super special or whatever."

But some conversations were sprinkled with laughter and a mix of subjects, including strippers and drawing Hitler mustaches on photos of state troopers. Agents seized machine guns, unregistered rifles, ammunition and parts for improvised explosive devices.

The government's case got off to a rough start in 2010, when U.S. District Judge Victoria Roberts released the nine until trial under strict conditions. The government swiftly appealed but then agreed that four could go home wearing electronic monitors. An appeals court ultimately ordered the other five to remain locked up, including David Stone.

The government relied on an undercover agent inside the group and an informant. But the informant comes with warts: He pleaded guilty in state court to firing a gun during a dispute with his wife and also attempted suicide. Another witness who was married to a Hutaree member not charged in the case attempted suicide and told a grand jury she's prone to panic attacks.

"How often do American citizens get charged with sedition or inciting discontent and resistance against big government? Heck, most citizens are discontented with the government," said Lloyd Meyer, a Chicago lawyer and former terrorism prosecutor. "In this case, no one pulled a trigger and no one got hurt. ... A jury could believe that the feds went after this group with a meat cleaver instead of a scalpel."

But Alan Gershel, a former prosecutor who teaches at Cooley Law School in suburban Detroit, said the allegations in the indictment seem more than goofy talk.

"There was planning. There was acquisition of firearms. There was training," he said. "Do you have to wait until the first shot is fired? You have to choose the moment of time when things go beyond chatter. That's what the government is aiming at here."

Joshua Clough of Blissfield, Mich., is the only defendant to make a deal with prosecutors. He pleaded guilty in December to illegal use of a firearm, faces a mandatory five-year prison sentence and could be called as a witness to testify against the Hutaree.

Besides the Stones and Meeks, the other defendants are Joshua Stone of Lenawee County; Thomas Piatek of Whiting, Ind.; and Kristopher Sickles of Sandusky, Ohio. Jacob Ward of Huron, Ohio, will have a separate trial. Besides conspiracy charges, all face at least one firearm charge and some have more.

Despite criticism of Fannie Mae by Republican presidential candidate Mitt Romney, his campaign accepted nearly $280,000 in donations raised by a registered lobbyist who once represented the government mortgage giant and whose clients now include a private equity firm and the drug company Pfizer.

Yet Romney has not identified all of his so-called fundraising "bundlers" who have raised hundreds of thousands of dollars, even after President Barack Obama's re-election campaign released the names of his top fundraisers. Rick Santorum and Newt Gingrich also haven't disclosed their bundlers. Ron Paul's campaign has said it doesn't use them. For more than a decade, since the election of George W. Bush in 2000, presidential campaigns have identified their bundlers.

In an age of "super" political action committees, which can pull in millions of dollars from anonymous donors, bundlers still matter to modern presidential campaigns. Like Wayne Berman, the chairman of Ogilvy Government Relations who gathered $279,075 for Romney in 2011, these are well-connected executives who collect or direct multiple individual contributions of up to $2,500 to a campaign in amounts that can range from $50,000 to more than $500,000.

The lack of disclosure prevents voters from knowing who wields influence within a presidential campaign. Keeping their identities secret could end up stinging Romney ? like the mishandled release of his income tax returns ? if voters conclude he is withholding politically damaging information.

Federal law requires only that candidates disclose the identities of bundlers who also are registered lobbyists, which the Romney campaign has done. Berman and 15 other lobbyists representing a wide range of interests raised nearly $2.2 million for Romney in 2011, according to Federal Election Commission records. Their clients included investment firms and a mortgage processing company accused of "robo-signing" foreclosure documents.

But just as disclosing income tax statements is commonplace for leading presidential candidates, voluntarily identifying bundlers has also become standard practice.

A corporate executive or a Wall Street broker who acts as a bundler can wield just as much influence as a lobbyist. "Bundlers pose a very similar threat of corruption of candidates and office holders just as unlimited contributions would if made directly to the candidate or office holder," said Paul Ryan, associate legal counsel at the nonprofit Campaign Legal Center.

Ryan said the rise of super PACs, which can't lawfully coordinate their spending with a candidate's campaign, haven't diluted the importance of bundlers. "At the end of the day, candidates want money in their own campaign accounts because they have full control over how it is spent," he said.

A Romney campaign spokeswoman did not respond to an email from The Associated Press asking when, or if, Romney intends to identify his bundlers.

Obama's re-election campaign on Jan. 31 released the names of more than 440 bundlers who collected close to $75 million in 2011, including 61 people who each raised at least $500,000. The Obama campaign said it does not accept contributions from lobbyists. But the list includes people involved in the business of influencing government.

Michael Kempner, for example, is president and chief executive officer of MWW Group, a public relations firm with a large lobbying business. Kempner, who raised more than $500,000 for Obama's reelection bid, is not himself a registered lobbyist.

Also on Obama's list are two fundraisers linked to Solyndra LLC, the California solar company that received a $528 million Energy Department loan and then later went bankrupt, prompting a federal investigation. Obama's re-election campaign also received about $200,000 in contributions bundled by family members of a Mexican casino owner who fled the U.S. after facing drug and fraud charges. The Obama campaign said it has returned the money.

"How are you going to win an election if your greatest attribute is `I'll spend more money than the other person?'"

Among registered lobbyists who bundled contributions for Romney is Patrick J. Durkin, managing director of Barclays Capital, the investment banking division of Barclays Bank. Durkin bundled $774,750, according to disclosure records filed with Congress.

Another lobbyist-bundler, T. Martin Fiorentino Jr. of The Fiorentino Group, represents Lender Processing Services, a mortgage processing company in Jacksonville, Fla. Nevada's attorney general filed a civil lawsuit against LPS in December that accuses the company of filing fraudulent documents in the months before the state's housing market collapsed. LPS has said the allegations are false and last month asked a judge to dismiss the case.

Romney may be keeping the names of his bundlers under wraps to avoid drawing attention to the emphasis his campaign is placing on large individual contributions and the role that Wall Street and the financial services industry are playing in helping to generate money, said Anthony Corrado, a campaign finance expert and a professor of government at Colby College in Maine.

"Essentially $38 million of the $57 million he raised came from people who gave $2,500," Corrado said. "That, to me, suggests a significant amount of bundling activity because those are the people capable of soliciting the larger checks."

WASHINGTON (AP) ? Republicans vowed Wednesday to reverse President Barack Obama's new policy on birth control, lambasting the rule that religious schools and hospitals must provide contraceptive coverage for their employees as an "unambiguous attack on religious freedom in our country."

The White House pushed back in the face of a political firestorm, arguing that Obama was sensitive to the objections and looking for a way to allay the concerns. Democratic women lawmakers put up a united front in defending the administration.

"Women's health care should not depend on who the boss is," said Illinois Rep. Jan Schakowsky.

The fight over the administration mandate escalated as House Speaker John Boehner accused the administration of violating First Amendment rights and undermining some of the country's most vital institutions, such as Catholic charities, schools and hospitals. He demanded that Obama rescind the policy or else Congress will.

"This attack by the federal government on religious freedom in our country cannot stand, and will not stand," Boehner, a Catholic and Ohio Republican, said in a floor speech rare for the speaker.

The contentious issue has roiled the presidential race and angered religious groups, especially Catholics, who say the requirement would force them to violate church teachings and long-held beliefs against contraception.

It also has pushed social issues to the forefront in an election year that has been dominated by the economy. Abortion, contraception and any of the requirements of Obama's health care overhaul law have the potential to galvanize the Republicans' conservative base, critical to voter turnout in the presidential and congressional races.

Clearly sensing a political opening, Republicans ramped up the criticism. Shortly after Boehner spoke, GOP senators gathered on the other side of the Capitol to hammer the administration and insist that they will push ahead with legislation to undo the requirement.

Sen. Kelly Ayotte, R-N.H., called the new rule "an unprecedented affront to religious liberty. This is not a women's rights issue. This is a religious liberty issue."

The issue is not contraception, said Sen. Marco Rubio, R-Fla., but "whether the government of the United States should have the power to go in and tell a faith-based organization that they have to pay for something that they teach their members shouldn't be done. It's that simple. And if the answer is yes, then this government can reach all kinds of other absurd results."

Several Senate Democrats said they would challenge any effort to reverse the policy.

Sen. Barbara Boxer, D-Calif., pointed out that for about 15 percent of women, birth control pills are used to treat endometriosis and other conditions.

"It's medicine and women deserve their medicine," she said.

The White House, facing a public and political outcry, engaged in damage control, circulating letters and statements from outside groups defending its position.

Administration officials had signaled on Tuesday that a compromise was possible and made clear Wednesday it was still looking for a way to deal with the issue.

"The president is committed, as I've tried to make clear, to ensuring that this policy is implemented so that all American women have access to the same level of health care coverage and doing that in a way that hopefully allays some of the concerns that have been expressed," said White House spokesman Jay Carney, who added, "We're focused on trying to get the policy implementation done in the right way."

Options could include granting leeway for a church-affiliated employer not to cover birth control, provided it referred employees to an insurer who would provide the coverage.

Another idea, previously rejected by the administration, calls for broadening the definition of a religious employer that would be exempt from the mandate beyond houses of worship and institutions whose primary purpose is to spread the faith. That broader approach would track a definition currently used by the IRS, bringing in schools, hospitals and social service agencies that deal with the general public.

Republican White House hopefuls Mitt Romney and Newt Gingrich have been relentless in assailing the administration, criticizing the president at campaign stops. Romney has accused Obama of an "assault on religion" and Gingrich called the rule an "attack on the Catholic Church."

But Romney has drawn criticism from his GOP rivals and the White House over policies when he was Massachusetts governor.

In late 2005, Romney required all Massachusetts hospitals, including Catholic ones, to provide emergency contraception to rape victims. Some Catholics say the so-called morning-after pill is a form of abortion.

Romney said he did not support the Massachusetts law, which passed despite his veto. But he also said at the time, "My personal view, in my heart of hearts, is that people who are subject to rape should have the option of having emergency contraception or emergency contraception information."

White House spokesman Jay Carney seized on that policy at his daily briefing Wednesday.

"The former governor of Massachusetts is an odd messenger on this given that the services that would be provided to women under this rule are the same services that are provided in Massachusetts and were covered when he was governor," Carney said.

He called it "ironic that Mitt Romney is criticizing the president" for a policy that Carney described as identical to the one in place in Massachusetts.

Boehner said that if the administration fails to reverse the policy, then Congress will act. He said that in the coming days, the House Energy and Commerce Committee will move ahead on legislation.

A group of House Democratic women sought to frame the issue in economic and health terms, arguing that birth control reduces health costs and stops unintended pregnancies.

In a conference call, Rep. Lois Capps, D-Calif., who said she spoke as a nurse, mother and grandmother, pointed out that 28 states have similar rules on coverage for birth control. Schakowsky pointed out that the rule affects nurses, secretaries and janitorial staff who may not be Catholic.

Rep. Gwen Moore, D-Wis., said the church "can't impose its religious views on people and whether they can have health care."

But not all Democrats backed the administration. Tim Kaine, a Catholic seeking the Senate seat in Virginia, said he supports contraceptive coverage but thinks there should be a broader exemption for religious organizations. He made the comments in a radio interview Tuesday with the "HearSay with Cathy Lewis" program on WHRV in Hampton Roads, Va.

Sen. Joe Manchin, D-W.Va., who faces re-election in November, sent a letter to Obama complaining that the mandate is a "direct affront to religious freedoms."

Rep. Dan Lipinski, D-Ill., said in January that the decision "violates the long-standing tradition of protection for conscience rights in federal law."

SAN ANTONIO (Reuters) ? Nine Texas men and women have been sentenced to prison for purchasing weapons for Mexico's Los Zetas drug cartel, and a dozen others face charges linked to a Department of Justice probe into weapons trafficking, officials said on Wednesday.

U.S. Attorney Robert Pitman said that in many cases, the Texas purchasers were paid a couple hundred dollars for buying a weapon and handing it to a smuggler, he said.

"Firearms smugglers employ individuals in the United States with no criminal histories to purchase firearms, often assault-style weapons, and those weapons are then smuggled into Mexico," Pitman told reporters in San Antonio on Wednesday.

"The consequences of that smuggling can be seen every day in the murders which take place south of the border."

Los Zetas, which are led by Mexican Army deserters who started as enforcers for Mexico's Gulf Cartel and later branched out on their own, are blamed for much of the violence in Mexico, which is believed to have taken the lives of more than 40,000 Mexicans since President Felipe Calderon began an offensive against the cartels in 2006.

The 21 people indicted in the scheme are not typical drug gang suspects with violent criminal histories, said Crisanto Perez, a special agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives. He said most were otherwise law-abiding young adults who were tempted by "easy money."

There were originally 22 defendants, but one died since she was indicted in connection with the operation, which took place in the summer of 2010, officials said. Eight of the 22 people indicted were young housewives, Perez said.

"There are people out there from the criminal element who are trying to recruit our young people to be straw purchasers," Perez said. "One hundred dollars to buy a gun for someone is not worth ruining your life."

One straw purchaser bought one weapon while another bought 20, according to Assistant U.S. Attorney Ben Seal.

The nine men and women sentenced so far have been handed federal prison terms of one to six years. The others face similar sentences if convicted.

The 203 weapons seized in the operation included handguns, AK-47 and AR-15 style assault rifles, and a .50 caliber sniper rifle. Pitman said all of the weapons were purchased legally from licensed dealers, and that if any of the dealers knew the buyers were buying for cartels, they would be charged.

"If the dealer doesn't know that this weapon is being purchased for someone else, and they follow the rules, there's not anything we can do about that," Pitman said, adding that many of the gun dealers tipped off investigators to purchases that seemed out of the ordinary.

Jerry Robinette of Immigration and Customs Enforcement said that squeezing off the straw purchasers was an effective way of cutting down on the violence in Mexico.

"That's where it starts," he said. "If you don't have straw purchasers, you don't have the guns to turn over to smugglers to get them into Mexico."

Seal said none of the guns in the operation were allowed to enter Mexico so they could be traced to cartel leaders, a tactic that has led to widespread criticism of the Justice Department's actions in the "Fast and Furious" gun-walking sting in Arizona.

In that operation, which ran from 2009 to 2011, U.S. government agents lost track of many of the weapons. A congressional panel is investigating Operation Fast and Furious, which was the subject of a heated hearing last week.

Professor Faessler's work group at the Institute of Inorganic Chemistry at the Technische Universitaet Muenchen (TUM) was the first to generate these spatial structures built up in three layers as isolated metal clusters in bronze alloys.

Particularly fascinating are the images the researchers use to explain these chemical compounds and their properties. In the laboratory the substance is an unimpressive, fine, grayish-black powder, yet the structure models are in color and in various nested shapes. These powders, with their large surfaces, are interesting as an interim step for catalysts that transfer hydrogen, for instance. Similar structures made of silicon could be used in solar cells to capture light from the sun more effectively.

Most people view metals as uniform materials with a rather unspectacular structure. The metal compounds from Faessler's institute are quite the opposite. His desk is piled high with various multicolored cage models with yellow spheres representing copper atoms and blue ones for tin. The analogy to the carbon spheres that caused a sensation as Buckyballs can not be overlooked. Here, too, there are geometric structures made up of triangles, pentagons and hexagons. However, they are not made of carbon: heavier metals such as tin and lead can also form such isolated cage structures.

"We are basically interested in alloy structures that are out of the ordinary," says Faessler. Bronze, for example: this mixture of copper and tin, which was discovered early on and lent its name to an entire age of humanity, has a crystalline structure; the atoms of the two components are distributed evenly throughout the entire crystal and are densely packed together.

The new bronzes from the Faessler laboratory are different. The PhD candidate Saskia Stegmaier melted a particularly pure form of copper wire and tin granulate under special conditions ? protected from air and moisture in an argon atmosphere. The bronze produced in this manner was then sealed into an alkali metal such as potassium in an ampoule made of tantalum. The melting point of tantalum is 3,000 degrees Celsius, making it particularly well suited as a vessel for binging other metals into contact with each other.

This is how the new metal clusters, nested inside each other just like the Russian doll, came into existence. When bronze is heated, together with potassium or sodium, to 600 to 800 degrees Celsius, the alkali metals act like scissors that cut up the alloy grid and then edge their way between the pieces, thereby stabilizing the isolated atomic clusters. On their own, these clusters cannot organize themselves into dense, uniformly structured layers to form crystals. They are made up of pentagons with 20 tin atoms in all ? a constellation in which repetitive patterns are not possible under normal conditions. But "cheating" a little and using potassium atoms as glue can produce a seemingly normal crystal. Last year the Israeli scientist Dan Shechtman received the Nobel Prize for chemistry for the discovery of a similar phenomenon ? the so-called quasi-crystals with five-fold symmetry.

"Our clusters are small units. They are, so to speak, piles of atoms that are not connected to their neighbors." That makes them ideal for catalytic applications: "Because they are consistent in size," explains Faessler, "they are much better at steering chemical reactions than classical catalysts." Hydration reactions in which hydrogen atoms dock to organic molecule chains with oxygen atoms, e.g. in the synthesis of artificial flavors, are examples of such processes. Typically, expensive precious metals like rhodium are used for this. However, novel polar alloys with magnesium, cobalt and tin can serve the same purpose. "What we need for an efficient reaction is a catalyst with very large surface area." The classical method of achieving this is to mix solutions of two metal salts to precipitate extremely small nanoparticles. "This results in an entire spectrum of particle sizes," explains Faessler. With metal clusters we can tailor the catalyst to our needs, as it were."

However, Stegmaier's and Faessler's reaction vessel contained more surprises. Aside from the clusters, the scientists noticed a fiber-like material ? like thin needles ? whose ends could be bent a little. "We suspected," says Stegmaier, "this could turn out to be exiting." In the meantime the yield of the fibers has been improved by using sodium as scissors to cut up the bronze. This time the result was not spheres, but multilayered rods. In the middle is a string of tin atoms, surrounded by a layer of copper atoms, and around that yet another tube of tin atoms. Just as the hollow Matryoshka molecules are reminiscent of Buckyballs, the new fibers with their tubes are akin to carbon nanotubes. Analogously, such fibers could one day be used as molecular wires with various electrical properties.

"We noted that public access to scientific information is highly restricted throughout the world, particularly information made available before releases start," says Guy Reeves from the Max Planck Institute for Evolutionary Biology.

The Cayman Islands was in 2009 the site of the first free release of genetically modified mosquitoes. There were, however, some doubts about the relative strength of the legal safeguards that existed. The Cayman Islands had no enacted legislation specifically mentioning the release or transportation of living genetically modified organisms. In 2009 only 21 of the world's 191 countries also had not updated their existing environmental protection or animal control laws to specifically regulate living genetically modified organisms. While the Cayman Islands is a British overseas territory and consequently not a sovereign state, it is noteworthy that none of these 21 countries is thought to have approved any release of a living genetically modified organism.

The first and most obvious question of people living in the release sites of the genetically modified mosquitoes (OX513a) in the Cayman Islands, Malaysia, and Brazil is whether humans can be bittenby genetically modified mosquitoes. In public information available in the Cayman Islands and Malaysian trials, this obvious question is either conspicuously ignored or it is implied that the there is no biting risk, 'as only male mosquitoes are released and they cannot bite'. However, it is clearly detailed by the Max Planck scientists, that it is probable that transgenic daughters of the released males will bite humans. This is because the released males are more accurately described as partially sterile males, rather than the commonly used term sterile males -- or most recently 'sterile' males.

A potential concern about the effects of humans being bitten by these genetically modified females is discussed. The context of this discussion is not to suggest that this technology is inherently dangerous. It is to highlight the fact that public confidence in regulators will be eroded, if written discussion of obvious and scientifically plausible concerns is conspicuously absent from all written documents. As far as the authors are aware there are no publically available documents that scientifically consider possible human health impacts of being bitten by transgenic females (beyond unsubstantiated statements in the general media).

Community engagement and consent requires transparency

The general lack of accurate information available before starting releases is problematic. This is because community engagement fundamentally requires that release descriptions be widely circulated before releases start. The need for high-quality community engagement, particularly in early releases, has repeatedly been argued as essential by expert scientists. "It is rather uncontroversial to state that in the absence of meaningful and accurate descriptions being made widely available, community engagement cannot credibly be said to have occurred," says Reeves.

If those that conducted the trials cannot produce pre-release written descriptions, then they need to explicitly state why meaningful community engagement and consent might not be necessary for experimental releases into towns and cities. Individuals providing justifications based on the pressing humanitarian need to rush development of this technology, must also explain why the same argument cannot be applied to clinical trials of vaccines.

Giving genetically modified insects a fair trial

Large numbers of genetically modified mosquitoes are currently being released in Brazil. Further releases are reportedly under evaluation in various countries, including France, Guatemala, India, Mexico, Panama, Philippines, Singapore, Thailand, Vietnam and the UK. Proposed experimental releases are for both human health purposes and to control agricultural pests.

Given the enormous human burden of diseases like dengue fever and crop loss from insect attack, it is important that new control techniques are developed. Field trials are an essential step in the evaluation process. "However, we need an informed public to ensure that experimental testing of this potentially valuable technology can be given a fair chance and that testing does not needlessly provoke public mistrust," says Reeves. Avoiding the kind of questionable practices which characterized the commercial development of genetically modified plant is likely to be important.

Recent research published by industry analyst Gartner shows that the business process outsourcing sector will expand by 5 per cent in 2012, with multinational companies leading the charge. Business process outsourcing is seen by many companies as a means of reducing costs. Companies have been engaging in outsourcing (both information technology and business process services) for many years. Use of foreign-based third party service providers is also not new. While many of the issues are not unique to offshore outsourcing engagements, offshoring highlights the importance of some of the challenges.

Companies have been outsourcing various types of business processes to offshore service providers, including employee benefit administration, payroll processing, customer support, insurance claim review, credit card processing, mortgage servicing, or tax return administration. Sometimes outsourcing arrangements involve disclosing large volumes of personal or sensitive information to service providers. There have been incidents where employees of offshore suppliers misused the personal or sensitive information entrusted to them as part of the outsourcing arrangement. While data privacy incident may occur anywhere, customers have less control when service providers are located in another country. Privacy and security requirements are key consideration in any offshore outsourcing arrangements. It is important for customers to include provisions that require service providers to implement and maintain security measures that are designed to safeguard customer information.

Offshore outsourcing also involves the risk of potential applicability of foreign jurisdictional law to the outsourced activities. A company located in Canada may decide to outsource its back office processing function to a service provider at an offshore location. The arrangement may involve sending personal information of Canadian customers to the service provider?s data centre in the United States. The data may be backed up in Europe and processed by the service provider in Asia. Since different countries have different approaches to privacy, the requirements of each jurisdiction must be considered. Companies that engage in offshore outsourcing should consider how foreign data privacy laws or regulatory requirements may interact with the domestic privacy laws and regulations and how any possible conflicts can be managed.

There are also country risks (social, economic and political instability) involved in doing business in certain countries. For example, escalation of the India/Pakistan conflict, potential terrorist attacks, civilian unrest, acts of war which could prevent the offshore service provider from delivering the services. If the outsourced function involves critical business operation, customer needs to develop plans to actively monitor the country risk, develop its own contingency or resource backup plan, and build in mechanism in the outsourcing contract to deal with the contingency plans and exit strategies. While service providers always have business continuity plan, customer needs to examine the plan to determine how it works with customer?s continuity planning and to assess the likelihood that the service provider will be able to implement its plan when required. For example, a contingency plan that moves workers from one region to another (or even from one country to another) may be difficult to implement. The contingency plan needs to be tailored according to the nature and criticality of the work being performed at the offshore location, the complexity of the work, and the onsite/offshore staffing ratio.

LOS ANGELES (AP) ? Bail for a former elementary school teacher accused of taking bizarre photos of children in his classroom for a sexual thrill was raised Wednesday to $23 million, as parents questioned why they weren't notified when the pictures were found more than a year ago.
Mark Berndt, 61, appeared in court for the first time after being charged with committing lewd acts involving 23 boys and girls, ages 6 to 10, between 2008 and 2010.
The tall and graying Berndt, represented by public defender Liz Braunstein, seemed calm in court as he spoke only to acknowledge his identity and birthdate and agreed to have his arraignment put over to Feb. 21.
He has made no statements to authorities, said sheriff's spokesman Steve Whitmore.
Deputy District Attorney Ana Maria Lopez requested the increase in bail from the initial $2.3 million amount. District attorney's spokeswoman Sandi Gibbons said the initial bail figure was an error because the presumptive bail is $1 million per count.
The investigation of Berndt began when a film processor in Redondo Beach found more than 40 photos more than a year ago, according to the Sheriff's Department, which was given the case by Redondo Beach police in late December 2011.
Sheriff's investigators went to the school and found it was closed for the holidays, Gibbons said.
Los Angeles Unified School District Superintendent John Deasy said he was notified of the investigation last January and removed Berndt from the classroom the same day. The school board then fired the teacher, Deasy said.
Berndt was placed under surveillance by authorities then arrested Monday at his home in Torrance. He could face life in prison if convicted.
Investigators have provided few other details about the timing of the investigation.
"If it wasn't for the film processor, this could still be continuing today," said sheriff's Lt. Carlos Marquez.
Some parents picking up their pre-kindergarteners at the school on Tuesday complained that officials at the school in South Los Angeles should have notified them when the photos were found.
"My concern is why, if the principal knew this in advance, why didn't he inform us?" said Gloria Polanco, the mother of a second- and a third-grader. "How long has he been doing this?"
The probe began after the film processor, who is required by state law to report suspicions of child abuse and molestation, turned over some 40 photographs to authorities.
About 400 photos were found at Berndt's home and at the photo lab during subsequent searches. It's not clear how many different children were pictured. At least 10 youngsters in the photos have not yet been identified.
Some photos showed Berndt with his arm around children or his hand over their mouths. Some photos showed children with live bugs the size of hissing cockroaches on their mouths or faces.
Others depicted girls with what appears to be a spoon up to their mouths as if they were going to ingest a clear-white liquid. Children were fed Berndt's semen from a spoon or on cookies, Marquez said.
Kids reported being fed something distasteful. A blue plastic spoon and container found in the trash in his classroom tested positive for his semen, authorities said.
Police recommended the children in the photos be tested for sexually transmitted diseases. There also may be more victims given the length of time that Berndt taught at the school, Marquez said.
Authorities could have arrested Berndt on misdemeanor charges when the investigation began but chose to build a stronger felony case, Marquez said.
At first, neither the parents nor the children believed they had been molested, so there wasn't much reaction, according to Whitmore. It was only after the matter of the semen was raised that they became alarmed.
Berndt, who has no previous arrest record, is not believed to have had contact with children during the investigation. The childless bachelor lives a few blocks from two parks and an elementary school.
As for surveillance of Berndt, Whitmore said, "It was routine. It wasn't 24-7. We knew his whereabouts."
The incidents occurred during school hours but not all the children were his students, Marquez said.
"The reason some of the kids are not his students, per se, is that during the lunch breaks or recess, he'd go out to the playground and entice them back to the classroom," Marquez said.
"They didn't know they were being violated in that manner," he said. "They just thought it was a game."
Berndt was a teaching assistant in the Los Angeles Unified School District in 1976 and 1977 and he began teaching at Miramonte in 1979, according to a district work history obtained by the Los Angeles Times.
Berndt had no disciplinary actions on file and performed up to standards in his last five evaluations over the last decade, according to the document.
Miramonte Principal Martin Sandoval said he wanted to express his sympathy to the children's families.
"My children won't be coming back here," said Kimberly Kirklin, whose teenage daughter was in Berndt's class three years ago. "He preyed on our innocents. He tainted a whole neighborhood."

HELENA, Montana (AP) ? A mountaintop Jesus statue can stay at a ski resort in the western U.S. state of Montana ? for now.
The religious statue, which has been on federal land since 1955, was allowed to remain in place for at least 10 more years after the U.S. Forest Service reversed its eviction order Tuesday. The initial decision came amid heated debate over the separation of church and state as required by the U.S. Constitution.
The agency had faced a firestorm of criticism from religious groups, the state's congressman and residents after it decided last year to boot the Jesus statue from its hillside perch in the trees above Whitefish.
After the agency's about-face, opponents promised a lawsuit within the week. They argue the statue's free placement on federal land is unconstitutional.
The statue has been a curiosity at the famed Big Mountain ski hill for decades, mystifying skiers with its appearance in the middle of the woods as they cruise down a popular run.
The Forest Service said in its original decision that case law was stacked against such a statue. They previously argued rules prevented the federal government from favoring or promoting religion.
But Forest Service supervisor Chip Weber said the revised decision took into account that the statue is eligible for placement on National Register of Historic Places, and that no substantive concerns related to environmental conditions were found in about 95,000 comments received by the agency.
The latest decision renews a 10-year special-use permit for the Knights of Columbus Council, members of which placed the statue there.
"I understand the statue has been a long-standing object in the community since 1955, and I recognize that the statue is important to the community for its historical heritage based on its association with the early development of the ski area on Big Mountain," Weber said.
The Freedom From Religion Foundation, which argues the religious statue does not belong on public land, said it anticipated the agency's reversal. It argues that the Forest Service was breaching separation of church and state rules by leasing the small patch of land for the Jesus statue.
"We have no objection to shrines like these on private property. That is where they belong," said Annie Laurie Gaylor, FFRF co-president. "I think it will be very easy to show that this special permit is a sham."
Gaylor said the public comments received by the Forest Service do not make its decision any more constitutional.
"We think we have a very strong case. There is just no question that the Knights of Columbus should not be given a special use permit," she said.
U.S. Rep. Denny Rehberg, who had taken a prominent role in fighting for the statue, said Tuesday he would withdraw his legislation that offered the alternative to swap the small plot of federal land to Whitefish Mountain Resort in exchange for another nearby patch of ground.
"I'm glad that after hearing from more than 95,000 people, the Forest Service had the courage to do the right thing today," Rehberg said in a statement. "This victory belongs to everyone that took time to voice an opinion."
The Freedom From Religion Foundation also opposed the land swap as a public handout to a church group.
The statue has been maintained by the local Knights of Columbus, a Catholic fraternal organization, ever since members that included World War II veterans ? inspired by religious monuments they saw while fighting in the mountains of Europe ? erected the monument in 1955. The Knights have never been charged for use of the public land.

The newfound?asteroid 2012 BX34, which is about the size of a city bus, will pass within 36,750 miles (59,044 kilometers) of Earth at about 10:30 a.m. EST (1530 GMT) Friday, astronomers with NASA's Asteroid Watch program announced via Twitter.
The space rock is about 36 feet (11 meters) wide, making it much too small to pose a threat to Earth.
"It wouldn't get through our atmosphere intact even if it dared to try," Asteroid Watch scientists tweeted today (Jan. 26). Asteroid Watch is based at NASA's Jet Propulsion Laboratory in Pasadena, Calif.
Asteroid 2012 BX34 will zip by at a distance about 0.17 times that separating Earth and the moon. The moon orbits Earth at an average distance of about 240,000 miles (386,000 km). [Video and image of asteroid 2012 BX34's orbit]
While the?near-Earth asteroid?won't hit Earth, it may offer seasoned amateur astronomers a great show ? if they are in the right viewing location and have good equipment.
"Advanced amateur astronomers might be able to observe the flyby as the asteroid brightens to 14th magnitude just before closest approach on Friday," the website?Spaceweather.com reported?today.
In astronomers' classification system, higher magnitudes correspond to dimmer objects. The full moon, for example, has a magnitude around -12.75. A magnitude of +14 would put 2012 BX34 roughly on par with the maximum brightness of the distant dwarf planet Pluto.
NASA scientists and other astronomer teams regularly monitor the skies in search of asteroids that could pose a danger to Earth. Experts estimate that asteroids measuring about 460 feet (140 m) across can cause widespread destruction near their impact sites, but they'd need to be even larger to cause devastation on a global scale.
Last September, NASA announced that it had catalogued about 90 percent of the largest asteroids whose orbits bring them near Earth ? a major goal set by Congress in 1998. Using NASA's recent WISE asteroid-mapping mission as a guide, scientists estimate that there are about 981 near-Earth asteroids the size of a mountain or larger. About 911 of those space rocks have been spotted, WISE mission scientists said.
Finding and mapping the orbits of such potentially hazardous space rocks is a task crucial to the long-term survival of our species, many scientists say.
Throughout history, asteroids big enough to cause major damage and disruption to the global economy and society (were they to strike a populated area today) have hit Earth, on average, every 200 or 300 years, according to former astronaut Rusty Schweickart.
Schweickart chairs the B612 Foundation, a group dedicated to predicting and preventing cataclysmic asteroid impacts on Earth. The group's chief message is that humanity's survival will someday depend on our ability to?deflect a killer asteroid?away from Earth.
The dinosaurs possessed no such technology, of course, and a catastrophic impact wiped them out ? along with many other plant and animal species ? 65 million years ago.

LOS ANGELES (AP) ? Blake Griffin's jaw-dropping one-handed jam over Kendrick Perkins sent Los Angeles Clippers fans into a frenzy, fired up his teammates, lit up the Twitterverse and burned the Oklahoma City Thunder.
Griffin had 22 points to go with Chris Paul's 26 points and 14 assists in a 112-100 victory Monday night that snapped the Thunder's four-game winning streak in a matchup of division leaders.
Griffin downplayed his monster move after the game, a sly smile only briefly breaking his serious expression.
"CP commands so much attention out there. He came off the pick-and-roll and he hit me in stride," Griffin said.
Paul added: "I told Blake after the game, 'Thanks for letting me be part of that.'"
DeAndre Jordan grabbed Griffin from behind in a celebratory bear hug as the basket got replayed over and over in the third quarter.
Jordan, who had 11 points and 11 rebounds, couldn't help himself.
"I was shocked. I didn't know what to do, so I just grabbed him. I hit him kind of hard," he said. "I'm going to go home and watch it again. It's probably going to be the screensaver on my phone."
Griffin said he knew he'd made an impression judging by the crowd's raucous response. Then he felt Jordan behind him.
"He armlocked me," Griffin said. "I couldn't breathe."
The reaction on Twitter came fast and furious.
Arizona Cardinals wide receiver Larry Fitzgerald tweeted: "Blake Griffin just made one of the top dunks of the season. Maybe even his career. (hashtag) Beast."
Tracy McGrady of the Atlanta Hawks weighed in with "yo, crazy crazy dunk by the dude Blake Griffin."
Even Shaquille O'Neal's ex-wife was impressed.
Shaunie O'Neal tweeted: "OMG!!! Did y'all just see Blake Griffin dunk!!!!! Daaayyyummm!"
Paul had 26 points and 14 assists, Caron Butler also had 22 points, Chauncey Billups scored 13 and Mo Williams 12 as the Pacific-leading Clippers dunked with high-flying abandon against the team with the NBA's best record at 16-4. They won their third in a row to follow up a 109-105 victory at Denver a night earlier that began a stretch of five games in seven nights.
"We're not going to read too much into it," Paul said of the back-to-back wins. "It let us know what we're capable of. We can explode offensively."
Kevin Durant had 36 points and 13 rebounds, and Russell Westbrook added 31 for the Northwest-leading Thunder, whose league-best road record dropped to 8-3. They had won 11 of their previous 12.
"Chris Paul was running around, getting what he wanted to get on the floor and making passes to guys for wide-open dunks and 3s," Durant said. "It's tough to stop."
Griffin's monster mash had everyone talking and tweeting, but the Clippers put together a stunning sequence going into halftime.
They shocked the Thunder with four consecutive 3-pointers in less than a minute to lead 64-46. The flurry by Williams (two), Butler (one) and Billups (one) stopped the Thunder's 11-2 run that had drawn them within six points.
"I told Mo that might have been the greatest exchange I have been part of since I've been in the NBA," Paul said. "That got the crowd into it. Four 3s in under a minute is unbelievable."
Jordan said: "We were just hot. It really didn't look like it was real. We were on a high, but we knew we had to come out in the third and knock them out flat."
The Thunder bumbled their way into the half, with Westbrook and Durant combining on three straight turnovers that led to the Clippers' long-range fireworks. Williams and Butler had two steals in the run.
"That doesn't happen, and it probably won't happen again the rest of the year, that a team will make that many 3s in a minute," Thunder coach Scott Brooks said. "But they made the shots. They started the game with a lot of urgency and they had us back on our heels."
Los Angeles shot 71 percent from long range in a half that also featured a series of huge dunks by Jordan, Griffin, Durant and Westbrook, although both teams missed their share of dunks, too.
Daequan Cook was the only other Oklahoma City player in double figures with 12 points. Durant and Westbrook scored all but two of the Thunder's 25 points in the third quarter, which the Clippers ended on a 3-pointer by Paul to lead 90-70.
Durant and Westbrook began the fourth on the bench, although they both stood up when Cook hit his second 3-pointer of the period to get the Thunder to 95-81. Griffin then scored five in a row, capped by a two-handed jam that extended the Clippers' lead to 100-81.
The Thunder outscored Los Angeles 30-22 in the fourth, but never made a big run to get close.
The Clippers made 13 3-pointers ? just off their season high of 14 against Denver on Sunday.
They made 10 3s in the first half, led by four from Butler, who connected from his favorite spot in the left corner.
The Thunder's only lead was four points to start the game.
Notes: Butler reached the 10,000-point mark on his third 3-pointer in the first quarter. ... Durant and Westbrook have scored at least 25 points each 37 times in their four seasons together. ... The Clippers improved to 10-2 at home. ... It was the Clippers' 12th consecutive sellout this season and 24th in a row overall dating to last season. Kentucky starts it second straight week ? and fourth this season ? as the No. 1 team in The Associated Press' college basketball poll.
The Wildcats were again a runaway choice, receiving 63 first-place votes from the 65-member national media panel on Monday.
Syracuse, which got the other No. 1 votes, and Ohio State both moved up one place to second and third. Missouri, which had been No. 2, dropped to fourth after its loss to Oklahoma State.
North Carolina, Baylor, Duke, Kansas, Michigan State and undefeated Murray State round out the top 10. The Racers, the lone remaining unbeaten team in Division I, cracked the top 10 for the first time in school history.
Gonzaga and Vanderbilt return to the rankings at 24th and 25th. The Bulldogs, who have won 12 of 13, were out the last two weeks, while the Commodores, winners of 10 of 11, were out the last six.

Romney leads by 15 points in Florida: Reuters/Ipsos poll (Reuters)

WASHINGTON (Reuters) ? White House hopeful Mitt Romney's lead over rival Newt Gingrich has stretched to 15 percentage points in Florida, according to results of a Reuters/Ipsos poll released on Monday, just a day before the state's Republican primary.

Support for Romney, a former Massachusetts governor and private equity executive, edged up to 43 percent among likely voters in Florida's January 31 primary, according to the online tracking poll. It had been at 42 percent on Sunday.

But backing for Gingrich, a former speaker of the House of Representatives, slipped to 28 percent, down from 30 percent support a day earlier, 32 percent on Saturday and 33 percent on Friday.

"Romney is holding a good solid position and Gingrich continues to lose support ... which results in a bigger margin for Romney," said Chris Jackson, research director for Ipsos public affairs.

The gap between Romney and Gingrich was 14 percentage points when voters were asked who they would support in a hypothetical head-to-head race among the two contenders for the Republican nomination to oppose President Barack Obama in the November general election.

Romney was at 56 percent to Gingrich's 42 percent among likely voters asked that question. The gap had been 11 points a day earlier.

The well-funded and well-organized Romney had two strong debate performances last week and has consolidated his lead in Florida over Gingrich while hitting his rival with a blizzard of attack advertisements, funded by his campaign and by outside groups supporting his presidential aspirations.

SANTORUM AND PAUL FADE

Two other contenders for the Republican nomination, former Pennsylvania Senator Rick Santorum and Texas congressman Ron Paul, were well behind the two leaders. Santorum's support was at 12 percent, down from 16 percent in Sunday's results. Paul was backed by 5 percent of survey respondents, down from 6 percent on Sunday.

Paul has not been campaigning in Florida.

"We're starting to see the impact of Santorum suspending his campaigning in Florida," Jackson said.

Santorum said on Sunday he was canceling his campaign events in Florida after his 3-year-old daughter was admitted to a hospital in Philadelphia.

Florida allows early voting at polling stations and by mail, and more than one-third - 35 percent - of respondents to the online poll said they had already cast their ballots. Romney's lead was particularly strong among that group, at 48 percent to 26 percent, 22-point margin.

"Barring some sort of miracle for Newt Gingrich, this one's starting to look a little bit more wrapped up, and we can start thinking about Nevada" Jackson said.

After Florida's primary on Tuesday, Nevada's February 4 caucuses are the next contest in the state-by-state process of choosing a Republican nominee to run against President Barack Obama on November 6.

So far, the contests have been divided among the candidates. Santorum won Iowa's caucuses on January 3, Romney won the New Hampshire primary on January 10 and Gingrich took South Carolina's primary on January 21.

A big victory in Florida, by far the largest of the early-voting states, would be a giant step in Romney's push toward securing the nomination.

Statistical margins of error are not applicable to online surveys, but this poll of 658 likely voters in the Florida primary has a credibility interval of plus or minus 4.4 percentage points for registered voters.
Monday's Reuters/Ipsos survey is the last of four daily tracking polls that were released ahead of Tuesday's Florida primary.

"The Help" gets Oscar boost with big SAG wins (omg!)

LOS ANGELES (Reuters) - Civil rights drama "The Help" got a leg up in the Oscar race on Sunday when the movie won three awards from the Screen Actors Guild, including best cast in a surprise over silent movie romance "The Artist."

"The Help," which came into the show with four nominations, more than any other film, also earned its star Viola Davis the SAG award for best actress, while Octavia Spencer was named top supporting actress. They both played maids who face discrimination in the film set in Mississippi during the 1960s.

Davis thanked another African-American actress, Cicely Tyson, who inspired her as a child and was in the audience. Davis talked of dreaming big as a child when she wanted to become an actress. She encouraged others to do so, too.

"Dream big and dream fierce," she said.

Davis also took the opportunity to remind the celebrities in attendance, including A-listers George Clooney, Brad Pitt, Angelina Jolie and Meryl Streep, as well as TV audiences, that change is still necessary in current U.S. culture.

"The stain of racism and sexism is not just for people of color or women," she said. "It's all of our burden. All of us, and we can, absolutely all of us, we can inspire change."

Silent movie "The Artist" could only claim one trophy. Jean Dujardin was named best actor in a drama for his role as a fading screen star at the end of the talkies who is ultimately saved by love.

Dujardin, who beat out Clooney and Pitt in the category, seemed genuinely surprised as he held his statue and thanked SAG. Like Davis, he noted that as a kid he was always a dreamer and said his teachers called him "Jean of the moon."

"I was always dreaming," he said. "I realize now that I never stopped dreaming. Thank you very much."

Others winning SAG film honors included Christopher Plummer for supporting actor. Plummer, 82, who plays an elderly man who reveals his homosexuality, much to the chagrin of his family, thanked his fellow actors from the stage, calling them a wacky but wonderful bunch of artists.

SAG's film awards are closely watched for their impact on Oscars because actors make up the biggest voting group at the Academy of Motion Picture Arts and Sciences which picks winners. The Academy Awards take place in Los Angeles on February 26.

Coming into the SAG Awards, "The Artist" had been favored by pundits because it has claimed a string of victories in recent weeks at the Golden Globe and Critics Choice honors, as well as among industry groups like the producers and directors guilds.

But pundits may now have to re-calculate their odds back toward "The Help" with its SAG wins. Another key Oscar contender, "The Descendants," was shut out by SAG voters.

TV WINNERS

Unlike academy voters focused on film, SAG members also pick winners in TV awards, and in that arena, "Boardwalk Empire" was named best drama series for the second straight year and "Modern Family was chosen top comedy, also for the second year running.

Jessica Lange took her first SAG trophy for best dramatic actress in new show, "American Horror Story," and Steve Buscemi was named best actor in a drama for critically acclaimed "Boardwalk Empire." Both thanked their cast and crew members.

Alec Baldwin, Betty White and the "Modern Family" were the three TV winners in comedy categories.

The offbeat "Modern Family" claimed its second straight win for best TV comedy, while Baldwin was named best actor in a TV comedy for the sixth year playing a TV executive on "30 Rock," and White, who turned 90 earlier this month, took the comedy actress trophy for a second time in "Hot in Cleveland."

An obviously surprised White acknowledged her co-stars Valerie Bertinelli, Jane Leeves and Wendie Malick.

The win "belongs with four of us," she said, then looked at her statuette with a gleam in her eye and a joke on her mind. "I'm dealing them right-in with this. I'm not going to let them keep this, but I will let them see it."

In other TV awards, Kate Winslet was named best actress in a small-screen movie or miniseries for "Mildred Pierce," and Paul Giamatti won the trophy for actor in a movie or mini-series with "Too Big to Fail."

Among the humorous moments, three women from raunchy film comedy "Bridesmaids" played a game in which everyone had to take a drink when director Martin Scorsese's name was mentioned. The game became a running joke throughout the show.

And of the more poignant points, Mary Tyler Moore - a star on comedy "The Dick Van Dyke" show in the 1960s, who cemented her fame in the '70s on "The Mary Tyler Moore Show" and starred in critically acclaimed 1980 movie "Ordinary People" - was given a lifetime achievement honor.

"It means so much, it really does," she told Reuters about her honor backstage.

Asked how she wanted to be remembered for all her accomplishments, she replied in modest fashion. "As a good chum. As somebody who was happy most of the time and took great pride in making people laugh when I was able to pull that off."

Hollywood's biggest film stars including Clooney, Pitt, Jolie and others turned out on the red carpet, as did TV's top talent such as Julianna Margulies, Lea Michelle and others.

As with previous Hollywood honors programs, many of the women showed off low-cut or strapless gowns. Some wore vintage or sequined dresses. Colors - violets, reds and teals - proved popular. The men wore tuxedos or stylish suits with bow ties.

Incomes up strong 0.5 pct., consumer spending flat (AP)

WASHINGTON ? Americans' income rose in December by the most in nine months, a hopeful sign for the economy after a year of weak wage gains. But consumers didn't spend any more than they had in November.

Americans ended up saving all their additional income.

Economists noted that income rose last month largely because of strong hiring. The economy added 200,000 jobs in December. More jobs mean more income available to spend.

The best hope for the economy is further job gains. On Friday, the government is expected to report another solid month of hiring for January.

Income rose 0.5 percent from November to December, the Commerce Department said Monday. It was the sharpest increase since a similar gain in March.

The flat spending in December followed scant gains of 0.1 percent in both October and November.

For all of 2011, income barely rose. And consumers tapped their savings to spend more.

But in December, Americans boosted their savings. If they continue to save any additional income rather than spend it, the economy could slow. And that could force employers to pull back on hiring.

Consumer spending accounts for about 70 percent of economic activity.

Many economists are holding out hope, though, that continued job gains will mean more spending across the economy.

"The pace of job growth in recent months, while still not satisfactory compared to most past cycles, at least seems sufficient to generate enough income growth to keep consumer spending moving ahead at a modest pace," said Joshua Shapiro, chief U.S. economist at MFR, Inc.

After-tax income adjusted for inflation rose 0.3 percent in December. For the year, inflation-adjusted income rose 0.9 percent. That was just half the rise in 2010.

Inflation-adjusted consumer spending rose just 2.2 percent last year. It was slightly better than the increase in 2010.

Consumer spending was flat in December, even though retail sales rose slightly and retailers reported modest holiday sales.

One reason for the conflicting data is the consumer spending report covers a wider range of goods and services not measured by the retail sales report, such as utilities, airline tickets and hotel rooms.

Joel Naroff, chief economist at Naroff Economic Advisors, also notes that the consumer spending report comes out a few weeks after the retail sale report, so it has more complete data.

Nonetheless, Naroff was encouraged by the large gain in income in December. He said it reflected the solid number of jobs created.

"More jobs created mean more income and more consumer spending," Naroff said.
Unemployment fell to 8.5 percent last month ? the lowest level in nearly three years ? after a sixth straight month of solid hiring.
Economists predict that 155,000 net jobs were created in January, according to a survey by Factset. Some are even estimating closer to 200,000. The unemployment rate is expected to stay unchanged.
Still, the economy remains weak. The government said Friday that the economy grew at an annual rate of 1.7 percent last year ? roughly half the growth of 2010.
Overall growth last quarter ? and for all of last year ? was slowed by the sharpest cuts in annual government spending in four decades. And many people are reluctant to spend more or buy homes. Many employers remain hesitant to hire, even though job growth has strengthened.
The outlook for 2012 is slightly better. The Federal Reserve has estimated economic growth of roughly 2.5 percent for the year, despite abundant risk factors: federal spending cuts, weak pay increases, cautious consumers and the risk of a European recession.
The savings rate increased to 4 percent of after-tax incomes in December, up from 3.5 percent in November.
For the year, the savings rate dipped to 4.4 percent from 5.3 percent in 2010. The savings rate had fallen to 1.5 percent in 2005, reflecting a housing boom that made people feel like spending more and saving less.
The December report showed that prices tied to consumer spending edged up 0.1 percent in December and were up 2.4 percent compared to a year ago. This is the preferred inflation measure for the Federal Reserve.
The Fed last week established an annual inflation target of 2 percent.

Snow showers will accompany this system as it progresses, blanketing areas of the Lower Great Lakes, Central Appalachians, and Northeast through the morning and afternoon. Snow totals are expected to range between 2 to 5 inches with brief heavy snow squalls and locally higher snow totals in the mountains. In addition to snow, gusty southwest winds of up to 30 mph may accompany wintry conditions, leading to reduced visibilities at times.

Behind this activity, a warm front shifting across the Midwest will bring bands of snow to parts of northern Minnesota, Wisconsin, and Michigan during the morning commute and afternoon. Periods of freezing drizzle will be possible with snow during the late morning and afternoon. Expect snow accumulations of up to 1 to 2 inches.

Finally, in the West, a cold front in the Pacific Northwest will trek eastward through through the Northern Intermountain West and Northern and Central Rockies with coastal rain showers and high elevation snow showers. Onshore winds will maintain precipitation in these region as the disturbance exits eastward. Temperatures in the Lower 48 states Sunday have ranged from a morning low of -11 degrees at Crane Lake, Minn. to a high of 80 degrees at North Island, Calif.

Fire kills 26 patients at rehab center in Peru (Reuters)

LIMA (Reuters) ? Fire swept through a rehabilitation clinic for drug addicts and alcoholics in Peru on Saturday, killing 26 patients who were locked in to stop them from fleeing during treatment, local media and witnesses said.

Several survivors said the blaze was started by two patients who wanted to break out of the private "Christ is Love" center in the capital Lima.

"Some inmates wanted to escape and they set fire to some cloths and started throwing them at the manager's office, and then it caught fire inside," said patient Wilmer Garcia.

Most of the victims were thought to have died from smoke inhalation.

Lima Mayor Susana Villaran said the center lacked a municipal licence and that "drastic action" was needed to prevent similar incidents in the Andean country.

"This is a great tragedy," she told local radio. "Families hand over relatives who are suffering drug and alcohol addiction so they can be rehabilitated and often they're desperate. These places must be supervised by the Health Ministry and municipal authorities."

Firefighters and prosecutors have opened investigations into the cause of the fire.

US citizen kidnapped in Nigeria returns to US (AP)

ATLANTA ? A U.S. citizen kidnapped by gunmen in Nigeria's oil-rich southern delta returned to Georgia on Sunday after being held captive for a week, his family said.

William Gregory Ock arrived in Atlanta on Sunday morning to a warm greeting from family and friends, said his sister-in-law Tamara Lane. She said Ock, 50, is feeling well but not yet ready to talk about his experience.

"We're all very excited. We had a big turnout for him, and he looks great," Lane said. "We just hope he gets some good rest."

U.S. Embassy officials said Ock was released after being captured in Warri in Delta state on Jan. 20 but declined to offer further details, citing privacy rules.

It wasn't immediately clear whether a ransom had been paid to secure his release, although many companies in the region carry kidnap insurance. Authorities say kidnappers had previously demanded a $330,000 ransom for Ock's safe return.

The attack took place outside a bank branch in Warri, one of the main cities in the Niger Delta, an oil-rich region where foreign firms pump 2.4 million barrels of crude oil a day. The gunmen ambushed Ock as he came outside, fatally shot his police escort and then abducted him, said Charles Muka, a Delta state police spokesman.

He said investigators suspect the gunmen trailed him for some time before the attack, one of several recent assaults targeting foreign workers. A recent U.S. State Department travel advisory said there were five reported kidnappings of U.S. citizens in Nigeria in 2011.

Lane said Ock and his family are grateful for all the help they received during this ordeal.

"The family just wishes to thank everybody for their well wishes, prayers and thoughts," Lane said. "We have had such amazing support."

When Mitt Romney released his 2010 tax returns on Tuesday, the one number that probably stood out to many Americans wasn?t his 14% effective tax rate or his $20 million-plus annual income. It was the $7 million he gave to charity over the past two years, including some $4.1 million to the Church of Jesus Christ of Latter-day Saints (LDS).

Where does that money go? In addition to donating to his family?s Tyler Foundation, Romney does his duty as an active LDS member. The Mormon church requires its members to tithe 10% of their income, and Romney?s contributions match that responsibility.

Designed to follow the biblical mandate to feed the hungry and clothe the naked, the Mormon tithing system supports a giant welfare infrastructure. In addition to financing temple construction and missionary programs, tithing supports more than 300 employment-resource centers and 80 family-services offices around the world. The church employs some 8,500 missionaries who teach English, give agricultural aid, provide medical practices and distribute clothing. It even stores a three-to-six-month food supply so its members won?t go hungry in the event of a disaster, and most families forgo two consecutive meals a month to give money as a ?fast offering? for the poor. Local bishops ? a position Romney once held ? work with members of their local church wards to overcome economic hardships, and are?even empowered to pay a family?s mortgage in the hardest of times.

Structured or not, these donations set Romney apart from his political colleagues. In 2010, Romney gave away 16% of his income while Newt Gingrich?s returns show he gave only 2.6%. The portion Gingrich donated to his Washington, D.C., home church, the Basilica of the National Shrine of the Immaculate Conception, was even smaller ? 0.3%, or $9,540. Because the Gingrichs? also reported an earned income of $5,918 from the National Shrine ? Callista sings as an alto in the church?s professional choir, which pays $80 per mass and rehearsal ? so the net balance of their contributions sinks below $4,000.?The rest of Gingrich?s charitable donations went to unspecified cash contributions through the Gingrichs? businesses, some $68,500, and to miscellaneous donations, near $3,100. The Obamas, meanwhile, gave 14% of their income to a total of 36 different charities in 2010. Much of that went to the Fisher House Foundation, a charity that works with veterans, and smaller amounts went to the Clinton Bush Haiti Fund and the Boys & Girls Club of America. A religious body was not listed on their returns, but the Obamas have not become members of a church while living in Washington.

In Monday?s debate, Romney said he is ?proud of the fact that I pay a lot of taxes.? Though he?s at times reluctant to speak publicly about his Mormon faith, his charitable giving, half of which goes to the socially active LDS church, is something to be proud of as well.

After general manager Sandy Alderson revealed the organization lost $70 million last year, the Mets appear poised to have the biggest one-year payroll drop in MLB history ? roughly $52 million. That would surpass the former record: $48.4 million by the?Texas Rangers?from 2003 to 2004, according to ESPN Stats & Information.

On the one hand: depressing! ?Big market + new ballpark + their own sports network should = big payrolls.?On the other hand: they?ve had big payrolls for years, and they haven?t broken 80 wins since 2008.

The team is gonna be fairly bad this year no matter what. It may be kind of embarrassing for the league and for some fans that a New York team is slashing payroll so dramatically. But it?s probably better to be cheap and terrible than expensive and terrible, no?

Oil price rises on Persian Gulf supply concerns

Oil prices are rising as Iran prepares to consider a ban on crude sales to European Union countries.
Benchmark crude rose 51 cents to $100.21 per barrel Friday morning in New York. Brent crude rose $1.04 to $111.83 per barrel in London.
Iranian leaders plan to debate the ban Sunday in response to EU plans to embargo Iran's oil by summer. Investors are concerned about supply disruptions.
Those concerns overshadowed a new report showing the U.S. economy grew at the fastest pace all year in the fourth quarter, although slightly less than analysts expected.
At the pump, AAA says the national average for a gallon of gasoline is $3.39. That's about 15 cents more than a month ago and nearly 29 cents more than a year ago.
